Elizabeth Ann Shine is an experienced municipal attorney who received her Bachelor of Science Degree in Psychology from Western Illinois University and her Juris Doctorate from Northern Illinois University College of Law. She is a member of the Illinois State Bar Association and is admitted to practice in the United States District Court for the Northern District of Illinois. She is a member of the Home Rule Attorney’s Committee of the Illinois Municipal League, the Illinois Local Government Lawyers Association, and the Illinois State Bar Association.

Liz served in the Municipal Prosecutions Division with the City of Chicago’s Department of Law, and with the office of a commissioner of the Cook County Board of Review. Her responsibilities with the Board of Review included representing the Board at appeal hearings and settlement conferences, as well as before the State Property Tax Appeal Board.

Liz devotes her practice to municipal, township, and property tax law. She counsels our municipal clients on a variety of matters such as property tax issues, land use and zoning, economic development, intergovernmental agreements, annexation and contracts as well as the drafting of resolutions, ordinances, agreements and policies. She also maintains an active practice before the Assessor’s Office, Board of Review and Property Tax Appeal Board. Liz is also a certified hearing officer.

In 2016, Liz was named by the Law Bulletin as one of the Forty Illinois Attorneys under 40 to Watch. A very distinguished honor, Liz was chosen as one of the 40 up and coming attorneys out of over 1,300 nominees.
